Appointment of councillors

The new list of MPSJ councillors has been released. However, some members of the public are unhappy with the selection. This posting is meant to clarify how the appointment took place and my views on it.

There are 5 JKP zones in DUN Subang Jaya and each councillor is assigned to a zone. For last year's term:

Zone 1 (SS12-ss19) : Theresa Ratnam Thong (NGO)

Zone 2 (Bandar Sunway) : Ken Chia (DAP)

Zone 3 (USJ 2 - USJ 15) : Rajiv Rishyakaran (DAP)

Zone 4 (USJ 1) : Roslan Shahir (PAS)

Zone 5 (Tmn Perindustrian Hi-Tech, Sime UEP) : Keshminder Singh (PKR)



For this new term:

Zone 1 (SS12-ss19) : *Name unknown yet* (NGO) [Appointment of NGO councillor is done by a committee comprising State Excos only]

Zone 2 (Bandar Sunway) : Ken Chia (DAP) [To be replaced by Edward Ling (DAP)(TBC)]

Zone 3 (USJ 2 - USJ 15) : Rajiv Rishyakaran (DAP) [No change (TBC)]

Zone 4 (USJ 1) : Roslan Shahir (PAS) [No change (TBC)]

Zone 5 (Tmn Perindustrian Hi-Tech, Sime UEP) : Keshminder Singh (PKR) [No change (TBC)]



Appointment of PAS and PKR councillors are done by their respective parties.

Some commonly asked questions and my answers below:

Have I given my feedback as ADUN Subang Jaya? : Yes

Do I support the re-appointment of Theresa Ratnam (NGO)? : Yes. In 2008, her nomination came from my office.

Does the selection of councillors need to be more transparent? : Yes

Have I raised this concern with the State Government? : Yes

Am I satisfied with the current selection system? : No. I believe it should be more transparent and a standard appointment process used on every councillor irrespective of their affiliations.

How can this be improved? : (1) Restoring Local Government Elections or (2) To be done by a select committee of the State Assembly through open interviews.


Dialogue with industrial owners

Recently, my office organised a dialogue for the industrial owners to meet the District Officer of the Petaling Land Office to discuss on their land status and land tax owing to the Selangor State Government.

Below is the article which has been featured in the Star:

THE owners of factories operating in the Subang Light Industrial Park in USJ 1, Subang Jaya, are left in a lurch after they lost contact with the developer.

The developer owes about RM700,000 in quit rent and penalties since 2001, and the owners will have to take responsibility for the sum.

They recently had a meeting with Subang Jaya assemblyman Hannah Yeoh and Petaling District Officer Datuk Zulkepli Ahmad to highlight their plight.


Yeoh said the association of industry owners had obtained a court order on Aug 2, 2007, to act on behalf of the developer.

"There are now two master titles and one is freehold while the other is leasehold. The owners also want to apply for strata titles now," she said.

For the land tax, Yeoh said some owners had been paying to the developer but had not received any official receipts, while some had stopped paying.

"The land office has issued Notice 6A to the developer and the association over the unpaid quit rent. The land will be confiscated if the developer fails to settle the outstanding amount by July," Yeoh said.

Subang Light Industrial Park Real Estate Owner Association chairman Richard Foo said Zulkepli understood their predicament, so the land office would not take action just yet.

"Under the National Land Code, only the landlord can pay the quit rent.

"Since we have the court order now, we are requesting to pay the quit rent for our own lots," he said.

Foo added that the association had appointed a surveyor and the next step was to apply for sub-division of the land.

The Association is now liaising directly with the Petaling Land Office to arrange for payment of the outstanding quit rent.
