查尔斯反对政府兴建双核电厂(抨违背深入研究咨询民意承诺)

随着政府昨天宣布于2022年建竣两座核电厂的消息,巴生国会议员查尔斯(Charles Santiago)抨击政府食言,未咨询民意就仓促作出决定。

"这是不可思议的。"

"这是公认违反和完全无视良好施政、负责任和透明施政的做法,甚至不符国阵本身所倡导的'以民为本、绩效为先'的口号。"

首相曾自答

查尔斯(右图)在今天文告指出,政府快速和强硬地决定兴建两座核电厂的做法,违背了它过去答应咨询民众,以及进行"深入研究"的承诺。

他指出,政府当初曾向国会和大马民众允诺,它在决定是否兴建核电厂之前,将会事先作出充分和实际的咨询。

"首相在他的一个大马部落格承诺在推动核电厂兴建之前,将进行'深入研究'。事实上,首相说,在决定兴建核电厂之前,'我们会探讨所有发电的选项,从生物到风力'"。

查尔斯更指出,政府这次做法更与新经济模式所倡议的,让民众参与政府决策概念,背道而驰。

核原料的价格也在增

他也指控,政府在推销这些美丽词汇之余,反而让民众更加蒙在鼓里,同时发出误导性的资讯。

查尔斯说明,政府的论点在于核电厂成本较低,而且营运成本比煤炭、石油和天然气更低廉。而使用煤炭和天然气将导致电费提高。

但他却反驳道,尽管天然气和煤炭的价格在近年都提高了,但核能发电所需的铀元素也同样涨价。

厂成本高而且效率

他强调,政府在考虑成本时,除了营运成本之外,还需要更广泛的考虑,包括隐藏的成本。

查尔斯指出,政府宣称一座生产1000兆瓦的核电厂,兴建成本在64亿到128亿令吉之间。相对的,一座1300兆瓦的天然气发电厂建造成本只要40亿令吉。

如此一来,天然气发电厂的建筑成本比核电厂低超过两倍。

"天然气发电厂的发电效率在41到50&之间,而核电厂大概只有33%。"

"若依赖煤炭和天然气将导致电费涨价,那么我无法理解,增加两座核电厂将如何减低消费人的负担。毕竟核电厂的成本正在上涨、发电成本高,而且效率较低。"

倡有效管理多余储备

查尔斯也说明,马来西亚如今拥有40%的电力储备,比20%的目标高出许多。

"为何我们不设法有效管理这些多余的电力储备来降低电费,并且除去需要使用有高度风险的核能呢?"

发电需要高昂保安成

查尔斯也指出,核能发电还有其他的成本,包括处理和储藏核废料的问题。核废料需要数千年的安全管理。

此外,核电厂也需要更高的安全防护,避免电厂遭人破坏和核元素被偷窃走私。

"政府如今告诉公众的,只是核子发电一小部分的成本。"

核子发电将冲公众健

他也强调,使用核能发电也存在着高度的公共健康风险。

"德国政府支助的一项研究显示,孩童患癌跟居住在核电厂的距离有着强烈的关联。"

"大马的孩子或成人都不应该承受这样的危险。"

尚未有良管理文

查尔斯强调,核能发电需要良好的维护文化,但从各项的恶劣工程看来,大马西亚目前并没有这样的文化。

"中央政府也喜欢官方机密。这些因素合成起来,无法让公众对大马的核能安全产生信心。"

他补充说,大马的可再生能源其实有很大的潜能,因此不应该贸然选择具有高度风险,可能祸害千年的核子发电。

PETALING JAYA: The government’s plan to build two nuclear power plants by 2022 is outrageous, Klang MP Charles Santiago said today.

He added that the proposal was made in total disregard of Parliament and the public.

The DAP lawmaker was commenting on Energy, Water and Green Technology Minister Peter Chin Fah Kui’s announcement yesterday that the government planned to build the nuclear power plants by 2022.

"Prime Minister Najib Tun Razak in his 1Malaysia blog promised a ‘comprehensive study’ before going ahead with the nuclear power plants," Santiago said in a press statement.

"Najib said that ‘all options for electricity generation, from biomass to wind, will be explored’ before making a decision on the nuclear project.

"However, till today the 'comprehensive study' has not been made available to the public. Moreover, it is not clear if such a study was ever conducted. Were the stakeholders consulted?" asked Santiago.

He dismissed Chin’s claim that nuclear power plants are cost-efficient while coal and gas-generated electricity will lead to higher tariffs for consumers.

"It is true that prices of both coal and gas have been rising in recent years. However, the same is true for uranium, the fuel required to power nuclear plants," said Santiago.

He added that while a 1,000MW nuclear plant will cost the government between RM6.4 billion and RM12.8 billion to build, the 1,300-MW gas plant in Lumut only costs about RM4 billion.

"Besides, gas-powered plants generate between 41% and 50% of electricity. However, nuclear power plant generates about 33%," he said.

"So, if dependency on coal and gas will lead to a rise in electricity rates, then I cannot see how adding two nuclear power plants – which are facing rising prices and generating lower electricity – is going to help reduce consumers' bills," he added.

Radioactive elements

Apart from the additional costs incurred to treat and store radioactive waste, Santiago said the government would also have to put in place security measures to check radioactive elements from being trafficked for production of weapons.

"Nuclear power plants are also a health risk. A study commissioned by the German government showed a strong link between child cancer and proximity to nuclear power plants," he said.

Santiago reminded Chin that a big part of nuclear safety lies in maintenance and Malaysia unfortunately suffers from a poor maintenance culture.

"The federal government is also fond of official secrecy. These factors combined do not generate any confidence in nuclear safety among Malaysians," said Santiago.

Bernama yesterday quoted Chin as saying that Malaysia will build two nuclear plants that will generate 1,000 MW each, by 2022 as part of a long-term plan to balance the nation’s energy supply.

Chin said the government would also conduct a public awareness campaign to inform the people on why nuclear energy is needed in the country.


Charles Santiago: Pemegang bon diseru sokong Kerajaan Selangor

KLANG, 18 Dis – Pemegang bon air di Selangor diseru agar memberi sokongan kepada kerajaan negeri dalam isu pengambilalihan pengurusan air, kata Ahli Parlimen Klang Charles Santiago.

Bercakap kepada Selangorkini Charles juga membidas kerajaan persekutuan yang beria-ia mempertahankan Syarikat Bekalan Air Selangor (SYABAS) sedangkan pengguna air di negeri ini terabai.

Semalam Menteri Tenaga, Teknologi Hijau dan Air, Datuk Seri Peter Chin Fah Kui mendakwa  pucuk pimpinan negeri  gagal menyelesaikan masalah berkenaan yang akan memberikan kesan negatif terhadap industri air, malah kebajikan rakyat akan terjejas sekaligus mengancam pasaran kewangan negara.

Reaksi ini diberi menteri berkenaan selepas Ahli Parlimen Petaling Jaya Utara, Tony Pua dan Ahli Parlimen Kuala Selangor, Dr Dzulkefly Ahmad berkata  Pakatan Rakyat akan mengadakan siri jelajah secara besar-besaran membantah langkah Kerajaan Persekutuan untuk menyelesaikan isu bon berkaitan air di negeri itu.

"Untuk isu bon ini, saya fikir yang bagus sekali pemegang-pemegang bon itu pergi kepada kerajaan negeri Selangor dan mengatakan supaya sokong kerajaan negeri Selangor untuk mengambil alih balik pengurusan air di Selangor,"katanya.

Tambah Charles lagi berkenaan saranan kerajaan kerajaan pusat agar kerajaan negeri tidak meneruskan hasrat untuk menyaman Syabas,  disifatkan tidak masuk akal kerana jelas pihak Syabas telah melanggar terma-terma perjanjian konsesi air.

Peter Chin juga semalam menyeru kerajaan negeri Selangor dan syarikat-syarikat air mengambil tindakan bertolak ansur berbanding tindakan mahkamah.

"Sebab jelas kita tahu kerajaan pun tahu dan rakyat pun tahu bahawa Syabas telah banyak membuat kesalahan dari segi undang-undang negara dan banyak melanggar perjanjian konsesi dan jelas terdapat dalam laporan Audit yang telah dikeluarkan, tetapi kerajaan tidak ambil tindakan terhadap Syabas tetapi menasihat kerajaan negeri Selangor jangan bawa Syabas ke Mahkamah, ini langsung tidak masuk akal.

"Ini jelas pada saya Syabas lebih disokong oleh kerajaan persekutuan oleh kerana kepentingan masing-masing sebab mereka ini di bawah naungan Umno-Barisan Nasional, apa yang menjadi masalah ialah wang rakyat digunakan," katanya.
