Marilah menjadikan Pulau Pinang sebagai sinar harapan untuk merdeka, demokrasi, integriti, moraliti awam dan kerajaan rakyat selain juga sebagai simbol perpaduan kebangsaan yang tinggal bersama dalan suasana penuh harmoni dan saling hormat-menghormati.

Ketika kita menyambut kemerdekaan ke-53, negara nampaknya semakin berpecah berbanding sebelum ini oleh elemen perkauman, keagamaan dan kebencian peribadi. Membangkitkan kebencian dan sikap tidak bertolak-ansur perkauman dan keagamaan menjadi suatu kelaziman daripada sesuatu yang patut dielakkan.

Cabaran terbesar ialah sama ada rakyat Malaysia boleh bangkit melangkaui bahasa keganasan yang digunakan oleh pelampau dan memenuhi takdir kemerdekaan 53 tahun lalu yang dikongsi oleh semua masyarakat dan menjanjikan kemakmuran kepada setiap penduduk. Pulau Pinang terus menjadi mangsa serangan oleh pelampau dan seteru politik UMNO yang menggunakan segala tipu helah untuk membangkitkan ketegangan dan perpecahan.

Antara tipu-helah yang masih digunakan ialah kerajaan negeri Pulau Pinang mengharamkan perarakan Maulidur Rasul, mengharamkan Bazaar Ramadhan, menggantikan nama YDP Agong dalam khutbah Jumaat dengan nama Ketua Menteri dan hanya mengusir penduduk kampung dan peniaga berbangsa Melayu. Sehingga hari ini, kerajaan negeri tidak pernah mengusir seorang pun orang Melayu atau isirumah bukan Melayu dan semasa tindakan penguatkuasaan dijalankan ke atas peniaga, hanya 30% adalah Melayu. Dalam pada itu, apabila pengusiran dilakukan oleh pemilik tanah peribadi, kerajaan negeri campur tangan untuk merundingkan penyelesaian.

Ini berlaku kerana pihak lawan telah muflis idea sehingga menjurus kepada perkauman dan keagamaan. Kebencian perkauman dan keagamaan menjadi senjata akhir oleh pelampau yang tidak mampu menang dalam mana-mana debat berdasarkan fakta dan logik atau mencari kelemahan dalam pentadbiran Pakatan Rakyat (PR).

Keterdesakan mereka ditunjukkan apabila kerajaan PR Pulau Pinang terbukti tidak mengamalkan rasuah, salah guna kuasa atau membazirkan wang rakyat. Tiada seorangpun pemimpin PR telah menjadi kaya-raya atau memiliki kediaman mewah. Kami hidup dalam kesederhanaan dan menggunakan penerbangan tambang murah bila-bila perlu.

PR telah mengurangkan rasuah dengan pentadbiran CAT (Kecekapan, Kebertanggung jawaban & Ketelusan) dengan memulihkan jangkaan defisit RM35 juta pada tahun 2008 kepada catatan lebihan sebanyak RM88 juta. Ini diulangi sekali lagi pada tahun 2009 dengan memulihkan jangkaan defisit RM40 juta kepada lebihan RM77 juta. Buat pertama kalinya dalam sejarah, Transparency International memuji pentadbiran CAT Pulau Pinang dalam membanteras rasuah.

Kejayaan membanteras rasuah inilah membolehkan kerajaan negeri mampu untuk menjalankan program penghargaan warga emas yang membuat bayaran tahunan RM100 kepada semua penduduk berusia 60 tahun ke atas dan dan bayaran sekaligus RM1,000 kepada keluarga yang kehilangan warga emas yang menelan kos sebanyak RM20 juta. Ini jugalah penyebab kerajaan negeri dapat memberi rebat air RM100 pada 2008 kepada semua isi rumah miskin dan sederhana dengan kos keseluruhan RM20 juta. Begitu juga dengan kemampuan kerajaan negeri untuk menyampaikan dana sebanyak RM11.3 juta kepada sekolah-sekolah bantuan separuh dan mampu menggandakan peruntukan untuk hal-ehwal Islam kepada RM 24.3 juta pada 2010 berbanding RM13.5 juta di bawah BN pada 2008.

Semua kejayaan ini dalam melaksanakan kerajaan berpusatkan rakyat telah menjadikan pihak lawan semakin terdesak. Mereka menjadi lebih terdesak apabila Pulau Pinang menjadi yang pertama mengharamkan judi bolak sepak selepas kerajaan Persekutuan mengeluarkan lesen tersebut. Ekoran tindakan Pulau Pinang itu, kerajaan Persekutuan tiada pilihan lain selain terpaksa membatalkan lesen judi itu. Pastinya ramai pemimpin BN dan UMNO marah atas pembatalan lesen judi bola itu kerana terlepas pendapatan ratusan juta ringgit.

Penang akan memacu kehadapan dalam menubuhkan kerajaan yang mengutamakan rakyat dengan mendengar rintihan rakyat, melakukan pekerjaan untuk rakyat dan memberi harapan kepada rakyat. Kami akan berpegang teguh kepada pengharaman judi bola di negeri ini yang menjadi aspirasi bersama 1.5 juta penduduk Pulau Pinang tanpa mengira kaum.

Marilah menjadikan Pulau Pinang sebagai sinar harapan untuk merdeka, demokrasi, integriti, moraliti awam dan kerajaan rakyat selain juga sebagai simbol perpaduan kebangsaan yang tinggal bersama dalan suasana penuh harmoni dan saling hormat-menghormati.

Let Penang Be A Beacon Of Hope For Merdeka, Democracy, Integrity, Public Morality And A People"s Government As Well As A Symbol Of National Unity Who Live Together In Harmony And Mutual Respect.

As we celebrate our 53 Merdeka, the country appears more divided than ever by racial, religious and even personal hatred. Fomenting racial and religious intolerance and hatred is now the rule rather than the exception.

The biggest challenge is whether Malaysians can rise above the language of violence used by extremists and fulfil our destiny of Merdeka 53 years ago of a shared society belonging to all and promising prosperity to everyone. Penang is under constant siege and attack by extremists and political foes from BN and UMNO who use lies to create tension and division.

Amongst the lies still used is that the Penang state government has banned the Maulidur Rasul procession, banned Pasar Ramadan, replaced the YDP Agong's name in Friday sermons with the Chief Minister's name, only evict Malay villagers and traders. Up till today, the state government has not evicted a single Malay or non-Malay household and when enforcement action is taken against traders, only 30% is Malay. Even when eviction is done by private landowners, the state government has also intervened to negotiate a settlement.

It is because our opponents are bankrupt of ideas that they resort to race and religion. Race and religious hatred is the final weapon of the extremists who can not win any debate based on facts and logic or find any weaknesses in PR's performance.

Their desperation can be shown when the Penang PR government can not be faulted for being corrupt, abuse of power or wasting public funds. None of PR leaders have become rich or own luxury homes. We lived in a moderate lifestyle and travel by economy air wherever we can.

PR has reduced corruption with our CAT governance of Competency, Accountability and Transparency by turning around a projected deficit of RM 35 million in 2008 to a record surplus of RM 88 million. This was repeated again in 2009 by turning around a projected deficit of RM 40 million to a surplus of RM 77 million. For the first time in history, Transparency International praised Penang's CAT governance for fighting corruption.

That is why the state government can afford its senior citizens appreciation programme of annual payout of RM100 to all over 60years and RM1,000 one-off to beneficiaries of senior citizens which costs nearly RM20 million. That is why the state government can give RM100 water rebate in 2008 to all poor and middle-income households costing nearly RM 20 million. That is why the state government can give money annually to partially-assisted schools of RM 11.3 million. That is why the state government can double the allocation for Islamic affairs to RM 24.3 million in 2010 as compared to RM 13.5 million under BN in 2008.

All these successes in implementing a people-centric government have made our political opponents desperate. They become more desperate when Penang became the first state to ban sports betting(judi bola) after the Federal government issued the license. Due to Penang's lead, the Federal government had no choice but to cancel the judi bola license. Certainly many BN and UMNO leaders must be angered by the cancellation of the judi bola license because of loss of revenue of hundreds of millions of ringgit.

Penang will forge ahead in establishing the first people's government in Malaysia that listens to the people, do the people's work and give hope to the people. We will also remain steadfast in barring sports betting in the state as this is the common aspirations of 1.5 million Penangites regardless of race.

Let Penang be a beacon of hope for Merdeka, democracy, integrity, public morality and a people's government as well as a symbol of national unity where Penangites live together in harmony and mutual respect.

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw calls on the Education Minister Tan Sri Muhyiddin Yassin to step up the efforts to renovate 2010 schools which are in dire state in the country.

Projects to improve these schools must be given to contractors who can do the jobs. Hence, the system must be improved, including ensuring that all tenders are truly open.

On 30.8.2010, Dr Tan continues to be concerned with the 2,101 schools which are in a very bad state.

There are 9,808 primary and secondary schools in Malaysia. According to the Education Ministry, 2,101 schools are in dire state, 1,553 primary and 548 secondary. Of these, 224 primary schools are in Sarawak and 73 secondary schools are in Pahang.

We do not know what criteria are used by the ministry to assess the conditions of these schools. How many more are in various state of disrepair?

Tan Sri Muhyiddin says that the Tenth Malaysia Plan contains projects to improve the physical conditions of these schools, including building new blocks, having special cabins and maintenance. He must give the schedule of implementing these projects and the ways contrators are appointed.

Previously, some contractors were not able to complete their projects because of various factors. The ministry must identify them to ensure that only good contractors are appointed for the projects. There must be no irregularities such as endless subcontracting.

We like to see a determination to improve our schools as Malaysians celebrate Merdeka. We must stress that 24% of our RM191 billion national budget are allocated for education.

KUALA LUMPUR, Aug 29 — Pakatan Rakyat (PR) leaders are demanding a probe into Umno-linked companies being awarded lucrative government contracts, but conceded to the complexities in such an exercise and the difficulty in proving that corruption was involved
The links between Umno and certain conglomerates were revealed further in a High Court hearing last week involving the past shareholders of Realmild Sdn Bhd, the shadowy company that took over media giant The New Straits Times Press (Malaysia) Bhd in 1993, and Malaysian Resources Corporation Berhad (MRCB).

"There has to be a comprehensive investigation because for the last 30 years, there has been such a far-ranging nexus of Umno companies and the role they play not only in corporate but also government-linked company (GLC) transactions," DAP advisor Lim Kit Siang told The Malaysian Insider.

"There is no proper accountability in the whole process," said Lim, adding that this was the reason why Malaysia's integrity rating took a nosedive in the past three decades.

The Ipoh Timur MP pointed out that it was difficult to identify the boundaries involving the government, the political party, and the individual in companies owned by Barisan Nasional (BN) parties.

DAP national publicity secretary Tony Pua said that there was a clear conflict of interest when the government awards contracts to Umno-linked companies.

"Whatever the government awards benefits companies [owned] by Umno and other ruling coalition parties," said Pua.

Realmild, originally a RM2 company, was the majority shareholder of MRCB, which is now developing the KL Sentral commercial and transport hub in Brickfields.

The Petaling Jaya Utara MP added that the probe should focus on identifying the stakes in the Umno-linked companies.

"The National Audit Department should run a check on all companies where Umno holds a stake, direct or indirect, and verify them against contracts awarded by the government," he said, adding that this must apply to all ruling parties including PR if they should capture Putrajaya.

Pua, however, admitted that the probe would be a "complicated" exercise as he claimed Umno hides their holdings under various companies.

"Trying to unravel the entire network of Umno's ownership in many companies would be a major exercise," he said, pointing out that the complexity was shown by the court dispute where some shares that were meant to be proxy shares were retained as personal shares.

Pua said that laws should be put in place to ban or restrict political party involvement or ownership in business interests as mere guidelines were unlikely to prevent abuses.

"In a case where the government is awarding contracts to an Umno company, it becomes complicated. The minister may step away from (making) the decision, but civil servants are under pressure to award the contract as they are under the purview of the minister," he said.

Pua also noted that although companies participating in government tenders could be forced to disclose political party ownership, most Umno-linked companies avoided such disclosures as their shares were usually held in proxy.

Perutusan Hari Kemerdekaan Ke 53 oleh Setiausaha Agung Parti Tindakan Demokratik (DAP) Lim Guan Eng di Petaling Jaya pada 30 Ogos 2010:

Dengan rasa rendah diri, saya mengucapkan selamat menyambut Hari Merdeka 2010 kepada semua rakyat Malaysia tanpa mengira kaum dan agama.

Tidak ada gunanya jika kita melaungkan Merdeka tetapi kosong tanpa amalan. Tidak ada gunanya bercakap soal perpaduan kaum jika ada anasir-anasir yang meniupkan api perkauman. Tidak ada gunanya mengaku anti-perkauman jika membiarkan musuh-musuh perpaduan menggalakan sikap benci-membenci antara kaum dan agama.

Saya ingin tegaskan bahawa DAP dengan penuh iltizam telah berjuang ke arah mewujudkan masyarakat pelbagai kaum dengan menawarkan peluang saksama dan keadilan untuk semua. DAP tetap menjunjung Perlembagaan Persekutuan 1957 yang menjamin hak-hak setiap rakyat di negara ini.

Malangnya, iltizam dan semangat DAP ini cuba dipatahkan oleh segelintir manusia yang tidak mahu melihat masyarakat Malaysia hidup dalam suasana harmoni dan kasih sayang.

Saya sendiri telah banyak kali menjadi mangsa fitnah dan pembohongan Utusan Malaysia dan beberapa pemimpin politik. Sahabat-sahabat saya dalam DAP seperti Tony Pua, Teo Nie Ching, Teresa Kok serta para pemimpin PAS dan PKR turut menjadi mangsa pembohongan kumpulan-kumpulan rasis ini. Dan yang menyedihkan, tidak ada tindakan tegas daripada kerajaan Barisan Nasional yang kononnya mengaku tidak mahu tunduk kepada perkauman.

Di kala DAP rapat dengan orang Melayu, golongan rasis telah memutarbelitkan niat murni kami untuk memupuk persaudaraan dengan orang Melayu.

Di kala DAP menghulurkan salam silaturrahim kepada umat Islam di Malaysia, kumpulan rasis yang sama itu memutarbelitkan hasrat suci kami untuk bersahabat dan mengikat tali persaudaraan dengan umat Islam.

Di kala DAP mengajak semua kaum di negara ini, sama ada Melayu, Cina, India, Kadazandusun, Iban dan sebagainya untuk berdiri sama tinggi dan duduk sama rendah, kumpulan-kumpulan rasis yang telah kehabisan modal terus membohongi rakyat untuk memastikan usaha perpaduan tulen ini gagal.

Mereka bertindak demikian kerana mereka sedar bahawa politik using secara pecah perintah dan syak-wasangka antara kaum sudah tidak diterima lagi. Mereka bimbang mereka tidak akan menjadi relevan lagi. Mereka takut kehilangan saki baki kuasa yang mereka pernah ada suatu ketika dahulu.

Erti Merdeka amat penting kepada kita semua kerana ia mencerminkan kematangan rakyat Malaysia dalam mengharungi cabaran, khususnya dalam usaha kita untuk memupuk perpaduan kaum.

Merdeka bererti kita bebas daripada penindasan dan pengekangan hak. Merdeka bererti Malaysia bebas daripada undang-undang zalim seperti Akta Keselamatan Dalam Negeri (ISA), Akta Hasutan, Akta Penerbitan dan Mesin Cetak dan banyak lagi undang-undang yang bersifat anti-rakyat dan anti-kebebasan.

Malah, Merdeka juga sepatutnya bererti Malaysia bebas daripada rasuah, penyelewengan, salah guna kuasa, diskriminasi dan perkauman. Merdeka bermaksud rakyat hidup aman damai tanpa rasa takut.

Bagi pihak DAP dan Pakatan Rakyat, sempena Hari Merdeka yang mulia ini, kami yakin rakyat akan membuat pilihan yang bijak dalam pilihan raya umum akan datang. Kami berjanji akan melaksanakan erti Merdeka yang sebenar untuk membebaskan rakyat daripada belenggu tekanan dan ketakutan.

Malah, apabila rakyat memberi mandat kepada Pakatan Rakyat, kami menawarkan RM1,000 kepada setiap warga emas, member perhidmatan wi-fi percuma untuk semua dan menghapuskan saman ekor. Ini hanya sekadar beberapa usaha kami untuk memastikan rakyat Malaysia dapat menikmati kehidupan yang lebih baik.

Mosque visits reflect deeper PAS-DAP ties, makes Umno edgy

KUALA LUMPUR, Aug 28 — The furore over Lim Guan Eng's name being mentioned in Friday sermons and now the visit of a DAP MP to a surau is a reflection of deeper PAS-DAP ties that has made Umno uncomfortable ahead of the next general elections, say analysts and Pakatan Rakyat (PR) politicians.

PAS has stoutly defended both incidents and point out that only Umno-owned Utusan Malaysia and state news agency Bernama are championing the issues but not by others on the ground.

"Umno is afraid of deeper PAS-DAP ties so the only way is to wreck it where possible," Harakahdaily website editor Zulkifli Sulong told The Malaysian Insider.

He pointed out that PAS leaders see nothing wrong with the twin issues, adding even PAS spiritual leader Datuk Nik Aziz Nik Mat has backed the outreach to non-Muslims.

"There is nothing wrong except in the eyes of Umno and Utusan," said the editor of the PAS news portal.

Klang MP Charles Santiago agreed with Zulkifli's assessment of the issue that began at the onset of the Ramadan fasting month.

"The uproar in the Umno-owned press are calculated moves to drive a wedge between DAP, PAS and the Malay community," Santiago said..

The DAP MP described the issue as "high level bigotry" and said Umno was concern by the party's growing acceptance by PAS and the Malay community.

His sentiments were echoed by Petaling Jaya Utara MP Tony Pua who pointed out that DAP was working well not only with PAS but PKR.

He added Umno was wary because DAP has been breaking down the perception it was a Chinese chauvinist party concern with only Chinese or Indian issues.

"Umno is clearly worried," said Pua.

Vendors at TTDI market warmly received Jalur Gemilang from Lim Lip Eng

In conjunction with the upcoming Merdeka day, MP for Segambut Lim Lip Eng distributed some 300 Jalur Gemilang to vendors at the Taman Tun Dr Ismail market and members of the public in his effort to ignite the patriotic spirit in the area. Out of the 300, only 30 national flags were provided to him by the government. The rest were purchased partly from his own pocket and partly from kind donation from the public.

"To hoist a national flag in from of your stall is a way to express one's patriotic spirit," he said adding that the response from the vendor and members of the public have been very encouraging.

Lim urge his electoral not to lose the spirit of Merdeka as it is important to remember the country's struggle for independence.

"We can't lose the spirit of patriotism to our nation after we have just been independent slightly over half a century.

"How much does it cost to buy a Jalur Gemilang and a handle to hang it from?," he said.

Lim said our forefathers have sacrificed dearly to ensure a better future for us all.
