தற்போது தலை தூக்கி நிற்கும் பிரச்சனைகளில் இண்டர்லோக் நாவலும் ஒன்று. மலேசிய இந்தியர்கள் அனைவரும் ஒருமித்த கருத்தோடு இந்த நாவலை மீட்டுக்கொள்ள வேண்டும் என அரசாங்கத்தைக் கேட்டுக் கொண்டுள்ளனர் என்று டிஎபி கிள்ளான் நாடாளுமன்ற உறுப்பினர் கூறினார். 
 
"நாங்கள் எங்கள் சுய மாரியாதையை இழக்க விரும்பவில்லை; உரிமைகளை இழக்க விரும்பவில்லை. மலேசியாவில் பிறந்து பல துறைகளில் பல சாதனைகள் புரிந்த நாங்கள் மார்தூக்கி பீடு நடை போட வேண்டியவர்கள். ஆனால் இந்நாவலில் இந்தியர்களையும் சீனர்களையும் இழிவுப்படுத்தியும் தாழ்மைப்படுத்தியும் எழுதியிருப்பதை பார்த்தால் நாங்கள் கூனிக் குறுகி தலைகுனிந்து மடிய நேரிடும்", என பல இந்தியர்கள் கருதுகின்றனர் என சார்லஸ் மேலும் விளக்கினார்.
 
துணைப் பிரதமர் இந்நாவல் விவகாரத்தில் முற்றுப் புள்ளி வைக்கப் பட்டுள்ளதாகவும், ஒப்புக்கொண்ட சில திருத்தங்களுடன் மீண்டும் பள்ளிகளில் பயன்படுத்தப்படும் என்ற முடிவில் ஆணித்தரமாக இருப்பதாகவும் இன்று அறிக்கை வெளியிட்டு இந்தியர்களின் கோபத்திற்கு ஆளாகியுள்ளார். அவர் இந்தியர்களின் உணர்ச்சியை புரிந்துக் கொள்ளவில்லை.
 
ஆதலால், இந்தியர்களின் பிரச்சனைகளை தீர்க்க களம் இறங்கியிருக்கும் பிரதமர் முதலில் இந்தியர்களின் கோரிக்கைக்கு ஏற்ப இண்டர்லோக் நாவலை மீட்டுக்கொள்ள  உத்தரவிட வேண்டும்.  அப்போதுதான் இந்தியர்களிடையே அரசாங்கத்தின் மீது நம்பிக்கை பிறக்கும். பிரதமர் "ஒரே மலேசியா"  கொள்கையில் இந்தியர்களை ஒதுக்கவில்லை, வேறுப்படுத்தவில்லை என நிரூபிக்க முடியும்.

அண்மையில் இந்தியர்களின் நீண்டகால பிரச்னைகளில் முக்கிய மூன்று பிரச்னைகள் அதாவது குடியுரிமை பிரச்னை, இந்திய வியாபாரிகள் தொழில் முனைவராகும் பிரச்னை, மற்றும் இந்தியர்களுக்கு தரமான வேலை வாய்ப்பு உருவாக்கும் ஆகிய பிரச்னைகளை தற்போது நாட்டுப் பிரதமர் நாஜிப் தீர்த்து வருகின்றார் என மனிதவள அமைச்சரும் மஇகா தேசியத் துணைத் தலைவருமான டாக்டர் சுப்ரமணியம் கூறியுள்ளார்.

அவரின் இந்நடவடிக்கை வரவேற்கத்தக்கது. ஆனாலும், இங்கு எழும் கேள்வியே ஏன் இத்துணைக் வருடம் இந்தியர்களின் பிரச்னையைத் தீர்க்க அரசாங்கம் எந்த ஒரு முயற்சியும் எடுக்கவில்லை என்பதேயாகும் என ஜ.செ.க உறுப்பினரும் கிள்ளான் நாடாளுமன்ற உறுப்பினருமான சார்ல்ஸ் சந்தியாகோ கேள்வி எழுப்பினார்.

இந்தியர்கள் காலங்காலமாக தே.மு-க்கு வாக்களித்துக் கொண்டுத்தான் இருந்தனர். 53 ஆண்டுக் காலமாக தே.மு. மலேசியாவை ஆண்டுக் கொண்டுத்தான் இருந்தது. ஆனாலும், இந்தியர்களின் பிரச்னைத் தீர்ந்தபாடில்லை. நாட்கள் பல திரண்டோட இந்திய மக்களின் பிரச்னை மேலோங்கித் தான் நின்றது.

ஆனால், இன்று இத்துணை ஆண்டுகளுக்குப் பிறகு இந்திய மக்களின் பிரச்னையை தீர்பதாக சொல்கின்ற அரசாங்கத்தின் செயல் மக்கள் கூட்டணிக்கு அதிகாரத்திற்கு வந்த பிறகு பயத்தில் செய்வதுப் போல் தெரிகிறது என சாடினார் சார்ல்ஸ்.

மக்களின் நலனைக் காக்கும் அரசாங்கம் யாருக்கும் பயந்து அவர்களது சேவையை செய்யக் கூடாது. மாறாக மக்கள் நலனை காப்பதில் இலக்காக கொண்ட அரசாங்கமாய் திகழ வேண்டும். மக்களின் பிரச்னையை அறிந்து அதை தீர்க்க வேண்டியது அரசாங்கத்தின் தலையாய கடமையாக கருத வேண்டும். அதுமட்டுமல்லாது, இந்தியர்களின் பிரச்னை தீர்ப்பது ஒருவார பிரச்சாரமாக இருத்தல் கூடாது, அது அரசாங்க கொள்கையாகவும் யுக்தியாகவும் இருத்தல் வேண்டும் என சார்லஸ் கேட்டுக் கொண்டார்.

அதிலும், மலேசிய இந்தியர்களின் நலன் காப்பதிலும் அவர்களின் பிரச்னைகளையும் இந்த முயற்சியும் ஒரு பகடைக் காயாக இல்லாமல் இந்தியர்களின் பிரச்னையை உண்மையிலே தீர்க்க வேண்டும் என அரசாங்கத்தை சார்ல்ஸ் கேட்டுக் கொண்டார்.

எப்போது அரசாங்கம் இந்தியர்களின் பிரச்னையைக் கண்டும் காணாமல் இருக்கிறதோ அன்றுதான் பிரச்னையே ஆரம்பமாகிறது என்று அவர் மேலும் கூறினார்.

MP: High-level body on cost of living needed

A high-level commission is needed to study and recommend policies to stop the worsening quality of life and standard of living among the lower-middle and working classes, Klang MP Charles Santiago said.

“It needs to be pointed out that Malaysians, especially those in the middle, lower-middle and working classes, are confronted with the dual crisis of (rising) cost of living and increasing debts,” he told a press conference in the Parliament lobby today.

Charles said the bottom 40 percent of Malaysian households, which earned less than RM1,500 a month based on the National Economic Advisory Council’s 2008 figures, were ill-equipped to face escalating costs, especially in the face of the Middle East unrest and the recent quake that struck Japan.

As it stood, he said, there was a clear imbalance in the share of the nation’s economic cake, with the top 10 percent reaping the bulk of the benefits from Malaysia’s 7.2 percent positive growth last year.

The situation has pushed household debt in relation to gross domestic product upwards from 59.1 percent in 2004 to 76.6 percent in 2009, he added.

“Say, for example, our GDP stands at RM1,000. This means that our public borrowing is RM760… that is very high.

“This imbalance (in wealth distribution) has major ramifications on our economy. If it comes to the point that borrowers are unable to pay back (their loans), then our banks are in trouble,” Charles pointed out.

Imbalance threatens entire system

Dzulkefly Ahmad (PAS-Kuala Selangor) agreed that this imbalance would eventually drag the nation’s economy down, and that local consumption was one of the biggest contributors to Malaysia’s GDP.

“It is not only the people who are living on borrowing, the government is, as well. We are imitating the government, and we don’t realise we are strapped in debt,” he said.

Dzulkefly said while Bank Negara had indicated that the rate of non-performing loans in Malaysia “is not bad”, it was worrying to note that more than 83,000 youths – the majority of them aged between 21 and 25 years – have been declared bankrupt due to unmanageable debts.

He cautioned that programmes such as the government’s My First Home scheme, while a positive step in increasing house ownership among the youth, could end up being more of a burden than help in managing the debt profile of Malaysians.

Offering a 100 percent loan to first-time house buyers under the scheme, Dzulkefly said, could create a property bubble where an entire generation is saddled with zero equity stake in their properties, and possibly negative equity, should the bubble burst.

It would therefore be more prudent for the government to first focus on improving real income, especially for the middle and working classes, so they would not have to rely on credit to maintain a reasonable standard of living.

“We are driving our (economic) growth with consumption, so we need to increase disposable income so that we have the capacity to spend,” he added.

KUALA LUMPUR: A Pakatan Rakyat leader today urged the government to set up a commission to help the average Malaysians solve their debt problems amid soaring cost of living.

The Malaysian middle and lower class are "living on borrowing", a sign of a crisis-plagued economy, said DAP economist Charles Santiago today.

He said a quick solution – increasing real income – was needed.

"At present, the nation is faced with an indebted middle and working class that is unable to support families with their present wages and remuneration," he told reporters at Parliament lobby.

Wage trends in Malaysia indicated a mere 2.6% growth annually for the past 10 years compared to the increasing cost of living during the same period, according to last year's World Bank report.

The same report showed that about 34% of all Malaysian workers earned less than RM700 a month which is below the RM720 poverty line.

The National Economic Advisory Council recently indicated that the bottom 40% of households have experienced the slowest growth of average income, earning less than RM1,500 per month in 2008.

Household debts on the other hand have spiralled out of control for the same 10-year period, said Santiago who is also the MP for Klang.

Much of the debts are for basic necessities like cars, house mortgages and credit card repayments.

"These debt figures will be much higher if we include borrowing from middlemen and Ah Longs," added Santiago.

He added that Malaysians now have to tighten their belt in light of the government's move to cut subsidies on basic goods.

"Thus it is urgent that the government establish a high level commission to study and recommend policies in order to stop the deterioration in the quality of live and standard of living of the squeezed middle and working class," said Santiago.

KUALA LUMPUR, March 31 — Malaysia's sluggish increase in wages is threatening a consumer debt default crisis as the working and middle classes increase their borrowings to deal with surging inflation, Pakatan Rakyat (PR) lawmakers said today.

Citing a World Bank report from last year, Charles Santiago (DAP-Klang) said real wages have only increased at an average annual rate of 2.6 per cent over the past decade, failing to keep pace with overall economic growth of nearly five per cent.

"The middle and working classes have not benefitted from the country's growth but in fact, are forced to absorb the increasing cost of living through debt," he said.

He added that with Malaysia's gross domestic product (GDP) growing by 7.2 per cent last year, it showed that only the rich were benefitting from the economic rebound after 2009's recession.

Household debt in Malaysia has been at an all-time high, reaching nearly 80 per cent of the GDP at the end of last year.

Santiago said that with inflation, especially of essential items such as food and energy, expected to accelerate this year, widespread default would threaten the entire banking system as 55 per cent of all bank borrowings last year were to private consumers.

"This is a sure way to lead to a default crisis like in the United States, which caused the global financial crisis," he said.

"The consumer price index was 2.9 per cent last month and is expected to rise further. Those already living in debt will need to borrow even more," Kuala Selangor MP Dzulkefly Ahmad said.

The PAS central working committee member added that the government's new scheme to help young workers earning under RM3,000 own their first home without a downpayment, would only increase the pressure on the loans market and the amount of debt owed by low earners.

The lawmakers said the World Bank report showed that three per cent of Malaysian workers earned less than RM700 per month, below the poverty level of RM720 and the National Economic Advisory Council had in 2008 stated that 40 per cent of households earned less than RM1,500 a month and that this segment experienced the slowest growth in income.

The MPs called for a high level government commission to look into the imbalance in income with a view to establish a living wage standard for Malaysian workers.
